About the Branch
The ESA Operational Support portfolio encompasses specialist functions essential to the delivery of emergency services including:
  • Fleet
  • Workshops
  • Procurement
  • Facilities & Infrastructure
  • Digital Services & Projects
  • Resources & Logistics

The specialist functions within Capability work collaboratively across the ESA, to support the Commissioner, the operational services of the ESA, external agencies, and coordination of resource deployment both nationally and internationally, as required.

About the role
Reporting to the ESA Commissioner, the Assistant Commissioner/EBM - Capability ensures the delivery of specialist operational functions and supports the emergency services of ESA to meet legislative requirements as contained within the Emergencies Act 2004. The EBM Operational Support is accountable for the provision of expert advice to the ESA Commissioner and Executive Group and functional management relevant to the scope of the portfolio.

A key priority for the role is strategic leadership and an appetite for reform. The ability to leverage the power of a collegiate executive group and broader JACS, ACT Government resources is paramount. The development of robust relationships across government and non-government stakeholders at local, national and Commonwealth level, will be key to the success of the role.

About you
As an Executive and member of the ESA Executive Leadership Group, you will lead by example, consistently modelling the highest standards of values and ethics in all practices. You will be an innovator who is committed to planning and making decisions that deliver innovative and sustainable outcomes; with the ability to extract key issues from complex ambiguous and rapidly changing contexts to expertly resolve issues and challenges. You will be a capable, organised and astute individual, who will wear many hats within this organisation and require a keen attention to detail, a sound knowledge of policy and a personable demeanour. You will regularly review and reallocate resources, and work on establishing effective workforce planning and accountability structures that maximises capability to deliver required business outcomes.

Key Requirements
  1. Demonstrated executive experience leading the operations of a large and complex portfolio.
  2. Demonstrated ability to motivate, develop, and lead a diverse team with a proven commitment to valuing diversity and fostering an inclusive environment.
  3. Strong track record of developing organisational capability to achieve results.
  4. Proven experience in effectively engaging across different levels of government, with the ability to build and maintain strong, collaborative relationships.
  5. Demonstrated commitment to improving community and an ability to deliver on improved service outcomes.
  6. High level communication skills and a strong ability to influence effectively.
